
This patch rehomes the neutron.objects.exceptions to neutron-lib under the same package/module structure. While this isn't an indication of OVO coming into lib, one of these exceptions is needed in order to sync neutron_lib.db.utils.is_retriable() with 0e6aea1553f5514e514163361223b4917545595f.
