Quotas

Use the neutron.conf configuration file to define and apply default quota values to all tenants. This extension enables an administrative user to define quotas values on a per-tenant basis. For example, an administrative user can permit tenant A to create at most ``n`` networks and tenant B to create at most ``n`` networks.
