Fix Train neutron-tempest-plugin api job 

With [1] IMAGE_URLS and CUSTOMIZE_IMAGE are updated
making api tempest plugin jobs fail in stable branches.
This patch fixing Train job, Ussuri/Victoria being
fixed in [2].
