Add missing API extensions to master and 2026.2 jobs

Add four API extensions that were introduced in the Neutron 2026.2
(Hibiscus) cycle but were not added to the tempest plugin CI job
extension lists.

Extensions added to ``network_api_extensions_common`` (loaded by
the ML2 plugin for all backends):

- ``aap-reject-multicast``: rejects multicast addresses in
  allowed-address-pairs.
- ``agent_sort_key``: enables sorting, limiting and pagination
  for the agent list API.
- ``security-groups-default-statefulness``: allows configuring
  the default statefulness of security groups.

Extension added to ``network_api_extensions_ovn`` (loaded only
by the OVN L3 plugin):

- ``l3-agent-scheduler-ha-chassis-priority``: exposes the OVN
  HA_Chassis priority in the L3 agent scheduler API response.
