Slawek Kaplonski 32b0f8b7ae [Stateless SG] Test if TCP packets with various conn state are allowed 
In stateless SG there is no connection track so TCP packet of any type
should be allowed by SG. This patch adds test which spawns 2 vms,
connected to 2 different networks and the same router. Both vms are
using different stateless SGs. Finally test asserts that packets of any
of the TCP type (syn, ack, syn-ack, psh, rst, fin) sent from one of the
vms can reach second one.

WARNING

Some files under this path were copied from tempest as part of the move of the api tests, and they will be removed as required over time to minimize the dependency on the tempest testing framework. While it exists, only neutron_tempest_plugin.* should be importing files from this path. neutron_tempest_plugin.config uses the global cfg.CONF instance and importing it outside of the api tests has the potential to break Neutron's use of cfg.CONF.
