Ihar Hrachyshka 5b6db5e816 Skip tempest jobs for doc/* only changes 
Neutron repo contains doc/ directory to store install and other guides.
We should not execute tempest jobs if a patch touches those files only.

Tempest plugin for Neutron project.

It contains the tempest plugin for the functional testing of Neutron Project.
