zuul: add OVN VPNaaS tempest job with swanctl legacy mode

Add ``neutron-tempest-plugin-vpnaas-ovn-sswan-legacy`` job inheriting
from ``neutron-tempest-plugin-vpnaas-ovn`` with
``STRONGSWAN_USE_SWANCTL: False``. Add it to check and periodic-weekly.
Expose ``STRONGSWAN_USE_SWANCTL`` in devstack settings and configure
``[strongswan] use_swanctl`` for the L3 and OVN VPN agents when set.
