Rodolfo Alonso Hernandez 34f168ac5e Update libreswan driver compatibility

Add a fallback from the ``_stackmanager start`` command to the ``start``
command for libreswan v5.3+, where ``_stackmanager`` has been removed.

Closes-Bug: #2146535

Neutron VPNaaS

This package contains the code for the Neutron VPN as a Service (VPNaaS) service. This includes third-party drivers. This package requires Neutron to run.
