Paul Michali 92cf8da4a4 Fix configure script for functional tests

The script was pinning oslo.config to 3.0.0, which does not work
now (deprecation error). Changed to not pin to a version and
elaborated on note as to why this needs to be there.

Welcome!

This package contains the code for the Neutron VPN as a Service (VPNaaS) service. This includes third-party drivers. This package requires Neutron to run.
