Kyle Mestery 992f3a53dd py34: Enable initial python34 testing for VPNaaS

This adds the initial unit tests which pass for python34
so we can enable this in the gate job.

Welcome!

This package contains the code for the Neutron VPN as a Service (VPNaaS) service. This includes third-party drivers. This package requires Neutron to run.
