Cao Xuan Hoang eadee693a9 Remove unmaintained drivers 
After the announcement on mailing list [1] but there is no response.
This patch intends to remove the following drivers that are unmaintained:
- CiscoCsrIPsecDriver
- FedoraStrongSwanDriver
- VyattaIPsecDriver
