This provides the needed hook files so that functional tests can be run in the neutron-vpnaas repo. A placeholder test case is added, to actually exercise the gate. In a separate commit, real test cases will be added for testing the OpenSwan implementation. Just adding the placeholder here, to get around the chicken and egg problem of having a test to check the gate. Change-Id: I1b48ce261181ec066c9951bb81a0876a9862311a Partial-Bug: 1412770
