[sqlalchemy-20] Network "repr" should be tested with any order
The "repr" method of Network does not have an order enforced. The elements of the DB model can be printed in the representation string in any order. Closes-Bug: #2027595 Change-Id: I763ee916eaf4dd9f3906bd20595f0533d25e356d
