Fix ip_conntrack_proto_sctp modprobe error
tools/configure_for_func_testing.sh tries to load the ip_conntrack_proto_sctp module unconditionally, even if it doesn't exist. Detect and only load if necessary. Trivialfix Change-Id: Idff8c9402d8ffcb21ae4f561642f65aeebbe8067
