Add missing "process_name" argument on Windows
A recent change [1] added a "process_name" argument to the
"pid_invoked_with_cmdline" function. The Windows version wasn't
updated, so the ovs agent is now failing [2].
This change adds the missing argument to the Windows
"pid_invoked_with_cmdline" function.
