Remove tools/pecan_server.sh
This isn't used anymore and may not even work. The server runs as part of the previous neutron-server binary now with an option to control whether pecan or the legacy code is used. Change-Id: Ic5236ec305ca21a5e06b3149c7270eb2d62d2606 Closes-Bug: #1579924
