[Fullstack] Mark security groups test as unstable
It's still failing from time to time and we don't know the root cause of that failure. So lets mark it as unstable for now until we will finally find out what's going on in this test and until we will finally fix it. Change-Id: I2b6b50fb14856997d886daed5cf7bb4898d57130 Related-bug: #1742401
