[OVN] Fix: DevStack guide

* Fix the path for the sample files
* Change the title to include the word OVN
* Remove the networking-ovn references
* Fix host OS versions recommendations
* Run "nova-manage cell_v2 discover_hosts" prior to listing the
  hypervisors
