Start enforcing E125 flake8 directive

Allow setting network-segment on subnet update
To enable the possibility to migrate a non-routed network to a routed network allow updating the segment_id of a subnet. Only allow the operation if: - The network only has one segment - The network only has one subnet - The current segment_id == None APIImpact: The segment_id attribute of subnets now allows put operation. Enable create and delete segments in ML2
[1] has been merged for Basic CRUD for segments. This patch will enable create and delete segments in ML2. This patch will do following things: a) When creating a segment, reserve the segment in ML2. b) When deleting a segment, release the segment in ML2. c) Prevent deleting segment if it is in use. d) Add segment_index. Prevent port update from binding a host where IPs won't work
In the context of a routed network, if a port has fixed ips already then those fixed ips can only be used on the segment with that subnet on it. If a port update tries to update the host binding to a different segment, an exception will now be raised. Basic Extension and CRUD for Segments
This patch enables CRUD on Segments by defining a new entity called 'Segment' with an extension definition and some DB code to read the existing segments DB. A basic framework for create, update, and delete are provided. For now, this is just the basic boiler-plate but I've got to start somewhere. It is implemented as a service plugin that is disabled by default because it has not been fully tested with any plugin.
