One of the main points of the functional tests is to
validate the integration with system libraries and packages.
It is wrong to skip the test if the installed OVN version does not
support the tested feature and the failure outcome is actually the
correct result. It should be the responsiblity of whoever invokes
the test to not execute the test, ie. in our case blacklisting
the tests in the tox.ini.
