Jakub Libosvar 59943108f5 func: Workaround LSP bind command ...

The lsp bind action also sets the PB up column to True. This
was implemented in ovsdbapp [1] but we will not get the
release in time. This patch adds a workaround to the functional
tests that explicitly sets the up column.
