Remove the deprecated ``neutron-ovn-metadata-agent`` service and
consolidate all metadata handling into the OVN agent metadata
extension (``neutron-ovn-agent`` with ``extensions = metadata``).
The standalone agent was deprecated in the 2024.2 (Dalmatian)
release. This change:
- Deletes the standalone entry point, command module, and IDL
classes (``metadata_agent.py``, ``cmd/agents/ovn_metadata.py``,
``metadata/ovsdb.py``)
- Merges the shared ``MetadataAgent`` class and port-binding events
from ``neutron/agent/ovn/metadata/agent.py`` into
``neutron/agent/ovn/extensions/metadata.py``
- Removes ``OVN_METADATA_AGENT`` from the agent type registry,
agent cache, and OVSDB monitor
- Cleans up ``pyproject.toml`` entry points and oslo.config
generator inputs
- Removes ``q-ovn-metadata-agent`` references from Zuul CI jobs
and Vagrant provisioning
- Updates documentation to reference the OVN agent extension
