Brian Haley 01af4b2cda Remove the neutron-debug tool ... With removal of the neutron client shell code this tool is no longer usable. It had been marked for deprecation since the Newton (9.0) cycle and unmaintained. This code is also breaking the neutron gate pep8 job.
