Rodolfo Alonso Hernandez 2806f566f3 Workaround for the OVN/OVS directories in functional job

This patch is overriding the OVN_SRCDIR, OVS_SRCDIR and VTEP_SRCDIR
directories until the proper fix lands in ``ovsdbapp``. This patch
will unblock the zuul gate temporarily.
