Rodolfo Alonso 3f20cabc4f Revert "Move the "ovn_hash_ring" clean up to maintenance worker" 
This reverts commit 819a1bb3e6.

Reason for revert:
This patch does not take care of other controller nodes registers.
We need to revert it to find a better solution.
