Zhongyue Luo 1f4e8a3ccf Apply Oslo ModelBase to NeutronBase
Oslo.db has ModelBase which implements most of NeutronBase's code.
Therefore NeutronBase should inherit from ModelBase to keep things DRY.

Fixes bug #1171055
