Rodolfo Alonso Hernandez 66e045360c [FT] Wait for the "neutron-keepalived-state-change" init message 
When the process "neutron-keepalived-state-change" is started, wait for
the initialization message "Initial status of router", printed in the
logs, before starting any other operation.
