This change is updating the vlanmanager data structure to handle for a given network more than one vlan mapping. This is a prerequisite work needed to progress on accepting several segments per network per host. The work done here is trying to avoid changing logic in the current implementation. Unit test should not have value updated, but probably signatures changed.
