yatinkarel 722fca928d Update irrelevant-files for non scenario jobs

Update irrelevant-files for non scenario jobs to
avoid unnecessary jobs, like skip ovs/linuxbridge
jobs on ovn related changes, same for non-ovn jobs.

Also skip running these jobs on functional and
fullstack tests changes.
