Boden R f4a684cdcb use autonested_transaction from neutron-lib ... A publically consumed db api is available in neutron-lib. This patch consumes the autonested_transaction by removing it's def from neutron and replacing all such usages to now use neutron-lib's version of autonested_transaction.
