Add support for listing floating ip pools (subnets). A new API resource ``floatingip-pools`` is introduced. This API endpoint can return a list floating ip pools which are essentially mappings between network UUIDs and subnet CIDRs. Users can use this API to find out the pool to create the floating IPs. To generate the sample neutron configuration files, run the following command from the top level of the neutron directory: tox -e genconfig If a 'tox' environment is unavailable, then you can run the following script instead to generate the configuration files: ./tools/generate_config_file_samples.sh
