OpenStack Networking (Neutron)

This new neutron-lib version has a fix related to the context "elevated" method. Now this method includes all needed roles (admin, member and reader) in the returned object. OpenStack Neutron
Neutron is an OpenStack project to provide "network connectivity as a service" between interface devices (e.g., vNICs) managed by other OpenStack services (e.g., Nova).
