Nate Johnston 37ba46d81c Remove deprecated TODO notes in L2 agent extension manager ... I asked Ajo what specifically these meant, and he thought their meaning was lost in the mists of history. He recommended that I put up a change to remove them, and see if that elicits commentary that would reveal their purpose.
