Fix endpoint URI /allocation_requests
This patch updates the spec to get consistent with the implementation changing the URI /allocation_requests to /allocation_candidates. Change-Id: I3883607ffc1cb58b2d01a56e9655f54aa97f416d Blueprint: placement-allocation-requests
