LiangJiechao f049a4dbd3 Generic vdpa spec ...

This is the spec for generic vdpa.
In QEMU 8.0.0-rc, a new device type "vhost-vdpa-device-pci",
called generic vDPA device was introduced to support virtio net
and blk/scsi with one device type. Now we expect that nova can
support this new capability.
