Use instance hostname for Neutron DNS unit tests
Adds units tests for the changes made to the Neutron API to use the instance hostname for Neutron. Also, a release note is added and some comments are fixed. Change-Id: Ie74cb5ee71ea464d0863b14577c7dc2c9b534cf6 Implements: blueprint neutron-hostname-dns
