Link to devstack guide for appropriate serial_console instructions

devstack now has an n-sproxy service that can be enabled as you'd expect.
For those that want to test the serial console support link to the devstack
configuration guide.

You should now restart services 'n-api' and 'n-cpu' from the 'stack'
screen; The command `./rejoin-stack.sh` located to the root directory
of devstack will let you to join screen. By the combination of the keys
"Ctrl+a" you should be able to switch between services. Just kill
them with "Ctrl+c" and restart them by using the command history
provided by bash "Up-Arrow".
