Use the formatting established in the style guide. There's a lot of
out-of-date information in here, but that's a battle for another day.

This hasn't been validated upstream and there doesn't appear to be
anyone using it. It's time to drop support for this. This is mostly test
and documentation damage, though there is some other cleanup going on,
like the removal of the essentially noop 'pick_disk_driver_name' helper.

This has not been tested in the gate for a long time and was only added
to enable CI in the early days of OpenStack. Time to bid adieu.

The only ones remaining are some real crufty SVGs and references to
things that still exist because nova-network was once a thing.

Blueprint image-precache-support added a conf section called
[image_cache], so it makes sense to move all the existing image
cache-related conf options into it.
Old:
[DEFAULT]image_cache_manager_interval
[DEFAULT]image_cache_subdirectory_name
[DEFAULT]remove_unused_base_images
[DEFAULT]remove_unused_original_minimum_age_seconds
[libvirt]remove_unused_resized_minimum_age_seconds
New:
[image_cache]manager_interval
[image_cache]subdirectory_name
[image_cache]remove_unused_base_images
[image_cache]remove_unused_original_minimum_age_seconds
[image_cache]remove_unused_resized_minimum_age_seconds

Thank God. The majority of the removed images are so crufty, it's
actually funny. I don't want to update them and it's unlikely anyone
else does either. The rest are just moved to be with their comrades in
the '_static/images' directory.

Add a new paragraph on how to correlate OpenStack logs with vCenter logs
in order to find what went wrong.

The service account that is being used by Nova needs "Profile-driven
storage view" permission for SPBM[0] to work. It is located under the
"Profile-driven storage" node in the Privileges tree.
This patch fixes the doc to address this.
