Eli Qiao f18a46c072 API: Improve os-migrateLive input parameters 
This is os-migrateLive API changes:

    * 2.25 - Make block_migration to support 'auto' value, remove
             disk_over_commit.

Partially implements: blueprint making-live-migration-api-friendly
