This microversion makes the following changes: 1. Deprecates personality files from POST /servers and the rebuild server action APIs. 2. Adds the ability to pass new user_data to the rebuild server action API. 3. Personality / file injection related limits and quota resources are removed from the limits, os-quota-sets and os-quota-class-sets APIs.
