Dan Smith 9370ccf055 Make conductor ask scheduler to limit migrates to same cell ... This makes changes to the host manager to collect information about the cell that a particular HostState is in, and makes FilterScheduler and CachingScheduler properly filter for a requested cell when appropriate.
