Matt Riedemann 712f17ea8a Warn about zookeeper service group driver usage ... The zookeeper service group driver is untested by openstack, the unit tests are skipped since the py27 jobs in infra don't have a zookeeper backend and there is no experimental queue job that runs tempest against zookeeper or third party CI, so log a warning about the risk in using it.
