Emilien Macchi 26826bc686 Document experimental pipeline in Nova CI
Add a section in "core-review" to document how experimental pipeline would
be used by Nova developers in order to consume the resources at the
right time.

OpenStack Nova

OpenStack Nova provides a cloud computing fabric controller, supporting a wide variety of compute technologies, including: libvirt (KVM, Xen, LXC and more), Hyper-V, VMware, XenServer and OpenStack Ironic.
