The patch I3e6741d59df49e1e58409314008c2ed609fdedc1 introduced a way to not generate notification payload data if the notification will not be sent out in the end. This patch spread the usage of the decorator to more versioned notification methods. Change-Id: I04bb4f3a34c98227793136124ec6076a3a95c75f
