This patch refactors the sample files of:

* instance-rebuild-start
* instance-rebuild-end
* instance-rebuild-error
* instance-restore-start
* instance-resotre-end
* instance-resume-start
* instance-resume-end

notifications to use a common InstanceActionPayload sample data.
