Chris Dent 83bf4bb312 Implement ResourceProvider.destroy() ... Destroying a resource provider first checks to see if there are existing allocations associated with the provider. If there are a ResourceProviderInUse exception is raised. If there are not, the resource provider and associated inventories are deleted from the database.
