Stephen Finucane e5e477c42a Remove '/os-tenant-networks' REST API
Like '/os-networks', we can't remove this in its entirety due to the
fact that some of these are proxy URLs that also work with neutron.
These are retained but everything else is nuked.

Note that this highlights a bug in the API, whereby a missing
'objects.Network.cidr' value results in a value of 'None' being output
over the API. Clearly this is incorrect, but it's probably not worth
fixing for this deprecated API.

Creates, lists, shows information for, and deletes project networks.
List Project Networks
=====================
.. rest_method:: GET /os-tenant-networks
Lists all project networks.
Policy defaults enable only users with the administrative role or
the owner of the network to perform this operation. Cloud providers
can change these permissions through the ``policy.json`` file.
Normal response codes: 200
Error response codes: unauthorized(401), forbidden(403)

Create Project Network
======================

service. Use the Neutron ``networks`` API to create a new network.
