Stephen Finucane c419be6c17 Remove 'ComputeManager._reschedule' 
Resolve a TODO and remove this function, folding its contents back into
its caller. This will make a future patch much simpler.

OpenStack Nova provides a cloud computing fabric controller, supporting a wide variety of compute technologies, including: libvirt (KVM, Xen, LXC and more), Hyper-V, VMware, XenServer, OpenStack Ironic and PowerVM.
