bug 1006120 Ceilometer needs to collect more data for determining the billing rate for an instance. The most efficient way to get that data is to have it included in the notifications sent by nova, rather than looking it up after the notification is received. This change adds details about the location, size, and "type" of the instance to the existing notification data.
