Stephen Finucane a81746362b Add 'CPUThreadAllocationPolicy' enum field 
The 'virt-driver-cpu-thread-pinning' specification allows configuration
of a "CPU threading policy". Three policies are provided: 'prefer',
'isolate' and 'require'. Add an enum-type field to store these values,
and include this field as an image metadata property.
